Vision - To provide small business firms with the opportunity to deliver world-class solutions to the federal government. GlobalStrata has the technology and solutions that Government Agencies needs while GSA helps by putting in place the contract vehicles that allows us to easily provide those solutions.

Mission - To award and administer contracts to small business industry partners for information technology and network solutions for governmentwide use. GSA Oversee contract performance and provides assistant to both GlobalStrata and the client Agency to allow for a WIN WIN situation for everyone.

Goal - To provide small business firms who historically have been left out of the federal procurement process an opportunity to compete in the federal marketplace.

Currently, GlobalStrata has been approved to provide services under 8(a) FAST IT GWAC Functional Area 2 (FA2) NAICS 541512 - Computer Systems Design Services which contains the following features:

• Total Information Technology (IT) Solutions Contracts - Task Orders against Multiple Award IDIQ GWACs are covered under FAR 16
  
  • In addition to the specific labor CLINs, other Direct Costs (ODCs such as additional labor categories and commodities) as welll as travel expenses may be quoted at the task order level.
  • Supplies and ODCs may include those specifically found in other areas. However, they must bear a natural relationship to the primary Functional Area.
    
• Task Orders may be Fixed Price, Time and Materials and/or Labor Hour
  
• Simplify the ordering process eliminating the need to cordinate task orders to the Small Business Adminitration every time an order is issued.
  
• Incremental Funding is permitted
  
• Allow for SOLE SOURCE, directed orders up to the 8(a) threshold of $3 million
  
• Pass along socio-economic credit to client agencies
  
• Contracting Officers must receive GWAC training and obtain delegation of ordering authority prior to issuing a task order
  
• The negotiated prices for the 8(a) STARTS contract are ceiling rates for the 50 United States + District of Columbia.
  
• 0.75% Contract Access Fee (CAF) is included
  
• There is no individual Contract ceiling Limit
  
  • Base Period is 3 years with two 2-year options
  • Base period of performance is from 6/01/2004 through 6/01/2007.
  • Option Period 1: June 1, 2007 - May 31, 2009
  • Option Period 2: June 1, 2009 - May 31, 2011
