Sections 8(a) and 7(j) of the Small Business Act that authorize a
Minority Small Business and Capital Ownership Development program.
The purpose of the 8(a) BD program is to assist eligible small disadvantaged
business concerns compete in the American economy through business development.
What length of time may a business participate in the 8(a) BD program?
A Participant receives a program term of nine years from the date of
SBA's approval letter certifying the concern's admission to the program.

DBE
Disadvantaged Business Enterprise (DBE) Program
Disadvantaged business shall have the same meaning as set forth in 49
CFR part 26, except it shall be a small business concern.

Government Certification
A firm must meet the following basic requirements in
order to be certified:
Be at least 51% owned by minorities or women
Day to day operations must be controlled by minorities or women
Firm must be a small business as defined by the Small Business Administration
The owner's personal net worth must not exceed $750,000.
Octet
Each portion of an TCP/IP address divided by period
or dot. This portion is called an octet because once this decimal number
is converted to binary, the conversion will be interpreted as 8 bits.
An octet ranges in mathematical value from zero to 255.
An octet is also a byte.
In networking, an octet most commonly refers to any of the four bytes
of an IPv4 address. In dotted-decimal notation, an IP address appears
as follows-

Subnet
Logical networks which help to improve network security
and performance.
Subnet Mask
The purpose is to separate the (32-bit) ip address
into the network prefix and the host number.
WBE
This certification will give business a boost when bidding on state
government contracts, and even some local corporate contracts.
Besides being certified by your state government, you should also check
out a national certification. One is presented by the Women's Business
Enterprise National Council (WBENC) and is called the WBE or Women's
Business Enterprise certification http://www.wbenc.org
for an online application process. This application asks for all records
on your business and proof of your 51% or greater ownership and control.
Once you have everything together for one application, just make copies,
and the others should be much easier. This application charges $300
for consideration. Items requested include: financial statements prepared
by an accountant, copies of all equipment rental and purchase agreements,
copies of all real estate leases, copy of bank signature authorization
card, and payroll for the prior month (including compensation for owners
and officers).
